Water governance in Laos’ Images

Abstract
The article ‘a Water governance in Laos’ images’ was a documentary study and a field study conducted by means of observation, and interviews. Data obtained were analyzed by means of a focus group. The aim was to seek the meaning of good governance in water management according to the concept of a good water management in Laos’ image. The forum was held to know the views of informants representing different groups and stakeholders in connection with building the hydroelectricity dam in area 4 of southern Laos. The informants were divided into five groups: policy-level executors, operation-level executors, local executors, local residents, and domestic and overseas investors.
The study found that the Water Governance by building the hydroelectricity dam in Laos’ images was held as right and consistent to get the country out of status of underdevelopment. However, efficiency and quality were required. Management and other means were to be more systematic and integrity was crucial to the development. According to a new image, a dam was the main part of the national development and it was a battery of ASEAN. Lao people held that an accident was unavoidable. A dam collapse was a case study. The state had to be more aware of the problems and more alert. The dam collapse did not have a deep impact on strategies as the main objective was to develop the country into a modern country and the nation was able to get out of underdevelopment. This was the more important point. The recommendations gained from the article were the concepts of the life quality were linked to those of a water governance. In other words, a good life quality relied on a water governance.. However, the choice was to be made: the governance as mainly controlled by the governance or the general public’s participation in water governance based on local wisdom and local customs, or a coordination of the state and the communities.
