การวิเคราะห์สภาพแวดล้อมและความไม่แน่นอนของปัจจัยที่มีผลกระทบต่ออุตสาหกรรมป้องกันประเทศของไทยในระยะเวลา 15 ปี (พ.ศ. 2568 - 2583)

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาและวิเคราะห์ปัจจัยขับเคลื่อนและแนวโน้มที่มีผลกระทบต่ออุตสาหกรรมป้องกันประเทศของไทยในระยะเวลา 15 ปี (พ.ศ. 2568 - 2583) 2) ประเมินความไม่แน่นอนที่สำคัญซึ่งอาจส่งผลต่อทิศทางการพัฒนาอุตสาหกรรมป้องกันประเทศของไทย และ 3) สังเคราะห์ข้อเสนอแนะแนวทางการกำหนดยุทธศาสตร์สำหรับการพัฒนาอุตสาหกรรมป้องกันประเทศ โดยศึกษารวบรวมข้อมูลจากแหล่งข้อมูลเปิด ทั้งที่เป็นเอกสารวิชาการ เอกสารนโยบายด้านอุตสาหกรรมป้องกันประเทศ และข้อมูลข่าวสารจากเว็ปไซต์ที่มีแหล่งอ้างอิงเชื่อถือได้ รวมถึงการสัมภาษณ์ผู้เชี่ยวชาญด้านอุตสาหกรรมป้องกันประเทศและยุทธศาสตร์ความมั่นคง และใช้กรอบการวิเคราะห์ PMESII Framework ในการระบุปัจจัยขับเคลื่อนและแนวโน้มสำคัญ ประกอบกับการประเมินความไม่แน่นอน (Uncertainties) ด้วยเครื่องมือตารางผลกระทบ/ความไม่แน่นอน (Impact/Uncertainty Grid) และได้วิเคราะห์ความไม่แน่นอนที่สำคัญ (Critical Uncertainties) สองประการ ได้แก่ ความไม่แน่นอนในการดำเนินนโยบายที่เกี่ยวข้องของสหรัฐอเมริกาภายใต้รัฐบาลโดนัลด์ ทรัมป์ และลัทธิชาตินิยมทางเศรษฐกิจที่ส่งผลกระทบต่อห่วงโซ่อุปทานและการค้าระหว่างประเทศ อีกทั้งได้เสนอแนะแนวทางในการพัฒนาอุตสาหกรรมป้องกันประเทศของไทยใน 6 ประเด็นหลัก ได้แก่ 1) การพัฒนาโครงสร้างพื้นฐานและระบบนิเวศในอุตสาหกรรมป้องกันประเทศ เช่น การจัดตั้งนิคมอุตสาหกรรมป้องกันประเทศ 2) การเสริมสร้างความร่วมมือระหว่างประเทศและการดึงดูดการลงทุนจากต่างประเทศ 3) การพัฒนาทรัพยากรมนุษย์และการสร้างนวัตกรรมทางเทคโนโลยี 4) การสนับสนุนการวิจัยและพัฒนาในประเทศ 5) การจัดการความมั่นคงปลอดภัยทางไซเบอร์ และ 6) การวางแผนยุทธศาสตร์ระยะยาวโดยใช้เครื่องมือ Scenario Planning เพื่อเตรียมความพร้อมรับมือกับความไม่แน่นอนในอนาคต
